As we found out from an interview with a Techno Palm representative, the implanter, who was captured by neovitals, is a second man of one of the group's leaders, called Leo. As we reported earlier, he was kept prisoner at Avalanche complex for espionage and multiple sabotage attempts.
Due to implanters from Techno Palm, Leo managed to escape and his present location is unknown.
